The PAI National Security Services (NSS) Team has over 20 years of experience in applying theoretical and practical safeguards and security principles to security needs of operations, facilities, projects, and construction. We provide retrofit services to existing facilities to meet the rigorous requirements of the design basis threat. Our goal is to achieve reduction in conditional risk efficiently and cost effectively. PAI is a recognized leader in security risk assessments and has performed those services both domestically and internationally.

 

PAI NSS Team members have extensive experience in the application and utilization of state-of-the-art analytical tools, including Analysis Safeguards and Security Evaluation Systems (ASSESS), Adversary Timeline Analysis System (ATLAS), Joint Conflict and Tactical Simulations (JCATS), Risk Assessment Methodology (RAM), Risk Analysis Vulnerability Assessment (RAVA), Vulnerability Integration System Analysis (VISA), and Delphi Analysis (tabletop). PAI NSS Team members have been certified in the utilization of these software applications to safeguard and secure critical infrastructure assets. Our diverse toolkit allows the NSS Team to select and apply the right blend of software programs to meet each client’s needs.

Vulnerability Assessment for the Oak Ridge National Laboratory (ORNL), Oak Ridge, TN

 

PAI is conducting a vulnerability assessment of ORNL’s critical facilities. This includes performing a comprehensive analysis of site physical characteristics, physical security systems, and response force capabilities against the DOE Design Basis Threat Guidance. The analysis will benchmark the state of site conditional risks, identify compensatory requirements, and upgrade physical security element sets to mitigate the conditional risk to an acceptable level. The ASSESS computer-modeling tool, tabletop analysis, and subject matter expertise are being used to evaluate capabilities for detection, delay, and response. The analytical results will include a prioritization of upgrade packages, timelines for implementation, and a cost/benefit analysis. The Team will compile a Vulnerability Assessment Report that defines the site conditional risks, identifies risk reduction alternatives, and establishes a resource deployment plan.

 

Security Services at the Y-12 National Nuclear Security Complex, Oak Ridge, TN

 

PAI is a partner of Wackenhut Security Services, Inc., in providing safeguards and security to the Y-12 National Security Complex. Y-12 is an 811-acre, 5800-personnel installation that manufactures and assembles components of the nation’s nuclear weapons.  Services include safeguards and security training, testing, quality assurance, safety, and risk assessments.  PAI also performs field operational evaluation of security forces, evaluates physical security systems, participates on Red Hat teams, and performs destructive testing.

 

System Analysis Reviews for Brookhaven National Laboratory (BNL), Upton, NY

 

PAI provides technical expertise to review System Analysis Reports (SARs) and System Effectiveness Reports (SERs) for the National Nuclear Security Administration (NNSA) Division for International Materials Protection Control and Accounting (MPC&A). The reviews encompass facilities located in the former Soviet Union possessing nuclear materials that are identified as important regarding international nuclear material proliferation.

 

PAI benchmarks the SARs and SERs against the rigorous requirements of the MPC&A. We also evaluate the facilities’ physical security systems, protective force strategy, physical barriers, and communication systems to protect against the design basis threat. The goal is to assure comprehensive and cost-effective risk reduction measures. Following each review, a report is prepared that outlines the findings, makes recommendations, and includes a cost-benefit analysis.

Vulnerability Assessment Guides for Sandia National Laboratory (SNL), Albuquerque, NM

PAI provided a subject matter expert to SNL to establish the scope of the Vulnerability Assessment Methodology Content and Format Guides for the NNSA MPC&A Division for Material Consolidation and Conversion (MCC).  The Content and Format Guides standardized the minimum requirements for a system analysis and the bases upon which the results are derived.

Risk Assessment Methodology for NNSA, Oak Ridge, TN

PAI provided technical expertise to establish a risk assessment methodology for the evaluation of high-value assets at Russian sites.  The methodology included defining and characterizing the assets, and determining threat parameters, physical security systems, security force characteristics, and contingency plans.

The results were used to identify areas of deficiency, establish corrective actions, and propose a path forward to establish a robust methodology for categorization of the assets.

Performance Assurance and Assessments for Bechtel Nevada, Nevada Test Site, Las Vegas, NV

PAI provided services that included planning and conducting assessments, developing and reviewing program plans and procedures, coordinating training efforts, and analyzing performance assurance data.  PAI also conducted vendor assessments; developed assessment plans, notifications, and checklists; and reviewed requirements documents.
