COST ESTIMATING AND
VALUE ENGINEERING

General:

A variety of cost analyses, studies, and estimates are required under current regulations and good project management practices. PAI Corporation (PAI) has provided cost estimation, value engineering, and project management expertise to government programs and commercial organizations. PAI employees are well-versed in activity-based cost estimating, per the DOE Cost and Schedule Estimating Guide and in compliance with DOE Policy 430.1.

Specific Areas of Expertise:

Architectural/Civil Cost Estimating
Construction Cost Estimating
Contractual Cost Accounting System
Engineering Cost Analysis
Environmental Compliance and Remediation Cost Estimating
Independent Cost Estimates
Life-Cycle Analysis
Mechanical Cost Estimating
Operations Cost Estimating
Range Estimating
Risk Analysis
Title I, II, and III Cost Estimating
Takeoff Studies
Value Engineering
Waste Management Cost Estimating

Examples:

Critical Analysis of Activity-Based Cost Estimating for the Hanford Site

PAI performed a critical analysis to validate an activity-based cost estimate for the DOE Richland Operations Office Spent Nuclear Fuel (SNF) Project Division. In addition, PAI reviewed and challenged the SNF work tasks for necessity and completeness. Task personnel examined all SNF project activities. The effort focused in the greatest detail on approximately 20% of the activities, which represented approximately 80% of the estimated SNF project cost. The remaining activities were examined in less detail using the knowledge gained from the detailed examination.  BACK TO MENU

Independent Cost Estimates (ICEs) for Multiple Capital Projects

PAI performed 16 ICEs on major construction projects. These included:

Liquid waste treatment system ($32M)
Transuranic Waste Storage Facility ($12.2M)
Area 23 Waste Landfill Facility ($12.5M)
Area 5 Waste Storage Facility ($7.3M)  BACK TO MENU

Value Engineering (VE) Studies for Multiple Capital Projects

PAI reviewed the following facility designs to identify whether lower-cost alternatives could be implemented without diminishing project performance:

Liquid waste treatment system (savings of $17M)
Road 501 reconstruction (savings of $4M)
DOE Nevada Operations Office Waste Minimization project (savings of $2.4M)
Area 5 Waste Storage Facility (savings of $1.3M)  BACK TO MENU

ICEs for the DOE Oak Ridge Operations Office (OR)

PAI provided ICEs and ICE reviews for a number of environmental restoration (ER) projects at various DOE/OR sites:

Decontamination and decommissioning (D&D) of the Molten Salt Reactor Experiment (MSRE) at Oak Ridge National Laboratory (ORNL)
ER of Waste Area Group (WAG) 22 at the Paducah Gaseous Diffusion Plant
ER of Lower East Fork Poplar Creek at Y-12  BACK TO MENU

Engineering Evaluations/Cost Analyses (EE/CAs) of ER Projects for DOE/OR

PAI identified alternative technologies and selected the best approaches for a wide range of ER projects. These included:

D&D of the MSRE
ORNL WAG 4 seep removal action
ORNL WAG 5 Old Hydrofracture Tanks removal action
Removal of a uranium deposit from the charcoal bed at MSRE  BACK TO MENU

EE/CAs for the Weldon Spring Site (WSS) Remedial Action Project

PAI reviewed and provided oversight of EE/CAs for remedial actions for:

Contaminated water impounded at the WSS Quarry
Contaminated water and structures at the WSS Chemical Plant
15 nonprocess buildings  BACK TO MENU

Cost Estimate for Industrial Solid Waste Landfills at the Portsmouth and Paducah Gaseous Diffusion Plants

PAI developed detailed cost estimates and schedules for design; permitting; environmental, safety, and health planning; construction; and project management activities of a 20-acre landfill at each site.  BACK TO MENU
