PAI manages the ARC-wide Hazardous Waste
Management Program and is responsible for collection and
disposal of hazardous wastes; manages the Ames Chemical
Exchange (ACE) Program for proper storage and tracking of
reusable hazardous materials; manages and implements the
Ames Pollution Prevention and Hazardous Waste Minimization
programs for development and implementation of an
automated system for tracking and reporting chemical usage
and storage; coordinates ARC-wide recycling; and maintains
a computer database for the tracking of hazardous waste

PAI
developed and implemented a comprehensive three-phase
program that is a model for other federal government
installations: (1) identification and evaluation of
waste streams and waste- generating processes,
(2) preparation of Level I pollution prevention
opportunity assessments (PPOAs) and prioritization of
waste streams for a more detailed assessment, and
(3) preparation of Level II/III PPOAs and
implementation of P2 options resulting in waste and cost

PAI
prepared a plan containing strategies, techniques, and
state-of-the-art technologies to reduce or eliminate waste

Levels
I, II, and III PPOAs at ETTP |
|
|
In 3 years, PAI performed 51 PPOAs for ETTP,
including 30 Level I and 21 Level II/III assessments.
PAI identified options totaling over 78,000,000 kg of
waste avoided per year and savings of more than $5M per
year. Among the major processes PAI assessed were the
Toxic Substances Control Act Incinerator, the Steam Plant,

P2 Reporting for ETTP |

|
Over a 7-year period, PAI
insured that ETTP met its state and federal P2 reporting
requirements. PAI produced all of ETTP’s P2 reports,
including Annual Reports on Waste Generation and P2
Progress, Annual Hazardous Waste Reduction Progress

Design
of P2 Information Management System (P2IMS) for the Oak

As
a member of a three-site team, PAI played an instrumental
role in the design of the 1999 national DOE P2
award-winning P2IMS. The team developed the system to

Installations in the Southeastern United States |
|

PAI
conducted PPOAs on multiple facilities to identify
potential waste stream reductions and to recommend raw
material substitutions. The PPOAs were conducted according

In
1998, PAI published this quick-reference manual to assist
in the planning, evaluation, and reporting of P2 projects.
The guide included Web site references; treatment,
storage, and disposal contacts; general programmatic
information; and cost and waste measurement information.

III Pollution Prevention (P2) Opportunity Assessment for the
TSCA Incinerator at ETTP |
|
|
PAI
evaluated wastes from the incinerator operations, which
included rinse waters, ash, scrubber sludge, used personal
protective equipment, used process equipment, scaffolding,
pallets, and miscellaneous trash. PAI proposed
implementation of 7 of the 44 identified options, for
a potential cost savings of over $1.549M/year.
